Is it possible to restrict the user from another country to place an order on my B2C site?

 Yes, go to Storefront > Translations and you can restrict any Country you don’t want to place a order. They technically can access your site but if they attempt to checkout they won’t be able to define their shipping address because only the countries you want to ship to will be made available.
