Can we add a HTML link in the acceptance text area to the order options page?

Unfortunately the acceptance text enabled under Storefront > Settings > Customer approval is required on all orders can not take html, only text. You can change the text under Storefront > Translations for OrderOptions_ConfirmProof_Message and OrderOptions_ConfirmProof_text . You could add linked text information in the content page of order options itself for longer descriptions.
